International Committee of the Red Cross Accompanies Militant Group in Search for Remains of Captives in Gaza

A Red Cross official stated that its representatives joined Hamas officials into areas of the Gaza Strip currently controlled by IDF authority to facilitate the search for the bodies of Israeli hostages.

Truce Terms and Captive Bodies Handover

As part of the truce negotiated by the United States, which began on October 10, the group is required to hand over the bodies of all captives promptly. In exchange, the Israeli government has consented to hand over the remains of 15 Palestinians for every Israeli body returned.

The organization has so far returned the remains of 15 of those taken hostage but none in the last five days, as some of those remains are thought to be in areas beyond the ceasefire boundary marking the temporary truce line.

Red Cross Role as Neutral Intermediary

“At the request of the involved sides, the International Committee of the Red Cross (ICRC) accompanied a party to the conflict as the group looked for the bodies of the deceased beyond the military-established ‘yellow line’,” stated a spokesperson for the committee.

She continued: “Those involved to the hostilities established the modalities of the mission and entrusted the ICRC to serve as a neutral intermediary. The ICRC was not involved in the discussions.”

The official further explained: “Our team was did not participate in the physical hunt for the bodies nor does it take part in the retrieval of remains.”

International Humanitarian Law and Duties

Under international humanitarian law, it is the responsibility of the parties engaged in a conflict to search for, collect, and recover the bodies of the deceased.

US Ultimatum and Local Search Efforts

On Saturday, the US president delivered a 48-hour ultimatum to the militant group. “They is going to have to start returning the bodies of the hostages who died, including American citizens, promptly, or the other countries participating in this significant truce will take action,” he posted on his social‑media platform.

When the 48-hour deadline approached, Hamas, joined by the ICRC, teamed up with teams from Egypt, who were authorised by Israeli authorities to look for remains past the boundary indicating the Israeli military’s pullback inside the territory. An official representative said the Egyptian team would use heavy machinery and trucks in the operation.

Authoritative Confirmation and Press Reports

The news was corroborated by an unnamed Israeli official, who told Hebrew-language media that Hamas representatives had been permitted to access areas of Gaza under Israel Defense Forces (IDF) control to search for the remains of captives, alongside Egyptian and Red Cross personnel.

“To achieve this goal, Hamas members were allowed to pass the yellow line,” the official was quoted as saying.

Video published by a regional network appeared to show members of a Hamas unit – belonging to the organization’s armed faction responsible for holding captives – accompanying a humanitarian transport in a specific location near Rafah, which lies outside Israeli military control.

Difficulties in Locating Captive Bodies

Efforts to locate for the bodies of individuals taken captive has turned into one of the most delicate issues in the ceasefire reached between the parties. However, the attempt to locate the remains has been difficult from the beginning, given the presence of an estimated 60m tonnes of rubble across the territory, where, as per health officials, at least 10,000 residents are recorded as missing, buried under the rubble.

Conflicting Claims on Body Location

Hamas has stated it does not know the exact whereabouts of all the remains, saying it has been unable to communicate with several of its teams that had been detaining the captives and were reportedly eliminated during military strikes.

However, an official representative asserted that the organization was aware of the whereabouts of the remains. “If Hamas exerted greater effort, they would be able to recover the remains of our captives,” the official said.

US Stance and Weapons Surrender Talks

Although the US president has acknowledged that a portion of the remains are hard to access, he said that “others they can return immediately and, for some reason, they are failing to do so.”

“It may have to do with the disarming of Hamas,” he added.

Washington has said it has received guarantees from the organization that the group will disarm, though no specific schedule has been established. They remains reluctant to surrender its weapons without firm guarantees about the fate of its fighters.
