UK and France to Deploy Forces to Ukraine in the event that a Peace Deal is Finalized

The UK and France have inked a declaration of intent concerning the stationing of military forces in the nation if a peace deal be concluded with Russia, the Prime Minister of Britain, Keir Starmer, has announced.

After discussions with Kyiv's partners in the French capital, he noted that the UK and France would "set up operational bases in various parts of Ukraine and build secure facilities for arms and defense matériel" to prevent any future incursion.

The coalition members also proposed that the US would assume leadership in monitoring a truce.

Moscow has repeatedly stated that any foreign troops in Ukraine would be considered a "legitimate target", but has not yet responded on this recent announcement.

Background and Ongoing Hostilities

The Kremlin's head Vladimir Putin launched a major offensive of Ukraine in early 2022, and Russian forces presently controls approximately 20% of the country's land.

"This is a vital part of our pledge to support Ukraine for the duration," commented Starmer.

National leaders and high-ranking officials from the "Partner Group" participated in Tuesday's talks.

He stated at a shared media briefing, he added: "It establishes the framework for the operational parameters under which British, French, and partner forces could operate on Ukrainian soil, defending Ukraine's airspace and waters, and rebuilding Ukraine's armed forces for the time to come."

The British leader also stated that Britain would participate in any American-headed monitoring of a potential truce.

Protection Pledges and Diplomatic Positions

Lead Washington representative Steve Witkoff said that "durable defense assurances and substantial prosperity commitments are essential to a lasting peace" in Ukraine – mentioning a central requirement made by Kyiv.

The negotiator noted the coalition had "mostly completed" their work on agreeing such pledges "so that the Ukrainian people know that when this conflict ends, it ends forever."

Jared Kushner, US President Donald Trump's special envoy, also participated in the negotiations.

Separately, French President Emmanuel Macron declared that Ukraine's allies had made "considerable headway" at the talks.

He noted that "comprehensive" security guarantees for the Ukrainian government had been agreed in the case of a prospective truce.

Ukrainian President Volodymyr Zelensky said that a "significant advance" had been made in the talks, but cautioned that he would only view efforts to be "enough" if they resulted in the cessation of the fighting.

Earlier, Zelensky said a settlement was "largely prepared". Settling the remaining 10% would "decide the future of the agreement, the future of Ukraine and Europe".

Unresolved Issues

  • Land and defense assurances have been at the center of key disagreements for negotiators.
  • The Russian President has repeatedly warned that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas or Russia will seize it, refusing any concession over how to end the war.
  • Kyiv has so far ruled out ceding any land, but has proposed that Ukraine could move its forces to an agreed point – but only if Russia does the same.

Russian forces presently occupies approximately 75% of the Donetsk region and around 99% of the bordering Luhansk region. The two regions form the area of the Donbas.

The initial US-led 28-point framework that was extensively reported to the media last year was viewed by Kyiv and its European allies as being disproportionately favorable in Moscow's favor.

This sparked a period of intensive negotiations – with Ukraine, the US and European leaders trying to amend the proposal.

The previous month, The Ukrainian government presented the US an new 20-point plan – as well as additional documents detailing potential defense assurances and plans for Ukraine's reconstruction, the President said.
