UK Councils Plan to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a latest poll of local authorities, UK councils are preparing to sell community centers, sports centres, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in England stated that six out of ten of councils are planning to sell assets to meet the rising costs of adult and children’s social care.

Local governments have in the past faced criticism for disposing of playing fields and open spaces to shore up their budgets, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition said that a high proportion of authorities attempting to raise money from a quick sale of holdings represented “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would focus on service redesigns and using financial reserves to weather growing financial challenges.”

Specific Cases of Planned Disposals

Medway Council in Kent said its asset disposal plan featured the disposal of a retail complex in Rainham and a community venue in Rochester to generate £20m over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Local Levy Increases and Broader Fiscal Strains

The survey of councils in the key cities group, which includes several urban centers, further found that more than 70% of authorities will need to increase local levies next April to address the growing cost of core provisions, higher levels of homelessness, and a longstanding housing shortage.

The authority explained it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these require time to deliver both improved services and financial savings,” said Vince Maple.

He continued: “We face demographic pressures which will continue to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of regional authorities this week further found council budgets being stretched by the growing number of children and older individuals needing special educational assistance.

A network of councils projected that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a policy document setting out those changes has been postponed.

Disadvantage and Financial Gaps

Based on the most recent indices of deprivation (IMD) covering UK local authorities, several key cities members were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest deprivation indices,” noted the report.

“Although only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of England. The figures underscores the scale of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been clear about the need for a fair and sustainable funding system that reflects and responds to the real levels of disadvantage and demand,” stated Michael Mordey.

“Without this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened care services in the last year, the study found.
